On June 2, 2026, David Barnea completed his term as Israel’s Mossad director. One month later, on August 3, 2026, he was appointed Global President and Chairman of Ondas Defense Ltd., the defense division of Nasdaq-listed U.S. firm Ondas Inc.
That’s right, the former chief of Mossad who spent 6 weeks in DC convincing Trump to pursue the failed Iran regime change riots in January and launch the disastrous Iran war on February 28, is now heading a U.S.-based defense contractor, Ondas Defense Ltd., that was started and funded by Israelis and since 2023, has acquired a myriad of Israeli defense and tech firms specializing in autonomous systems, drones, counter-UAS, and AI-enabled multi-domain defense platforms.
This appointment occurs against the backdrop of several congressional bills and provisions that, if passed, will subordinate U.S. intelligence, defense, and foreign policy priorities to Tel Aviv’s agenda and explicitly prioritize Israeli-origin technologies for integration into U.S. systems and programs of record.
Israel and Ondas
Ondas Inc. began operating as a US business under the name Full Spectrum Inc., a Delaware corporation founded in 2006 in Silicon Valley focused on software-defined radio and private wireless technology for industrial/mission-critical uses. Full Spectrum’s (later Ondas) co-founder and current CTO is Israeli citizen, Menashe Shahar, who served in the Israel Defense Force (IDF) for 8 years doing military communications work. He later worked for firms like Nortel and WorldCom. Yes, THAT Worldcom which was charged in 2002 for massive accounting fraud involving the improper capitalization of operating expenses and other manipulations.
Full Spectrum’s early investor was Choshen Israel Group, an Israel-linked investment group riddled with fraud and racketeering court cases. In 2007, Choshen Israel Group purchased 2.5 million shares of Full Spectrum Inc., a value equal to “33-1/3% of the Company’s total outstanding share capital on a fully diluted basis.”
Choshen Israel Group has been involved in multi-party civil lawsuits and federal litigation in the U.S. District Court for the Eastern District of New York where plaintiffs alleged securities fraud and civil racketeering (RICO) claims involving Choshen Israel Group and its linked firms and associated managers.
In 2016, Menashe Shahar, then serving as CTO of Full Spectrum, took the company public on Nasdaq and raised a modest $17 million. By 2018, after limited commercial success and continued operation under a going-concern warning, Full Spectrum prepared for a merger. On August 10 of that year, the company officially renamed itself Ondas Networks Inc. One month later, on September 28, 2018, Ondas Networks was acquired through a reverse merger by Zev Ventures Incorporated, a Nevada shell company originally incorporated in 2014 that had operated as a small online sporting and concert ticket reseller.
The combined entity became Ondas Holdings Inc. and focused on the wireless business. Eric Brock, an American former investment banker and portfolio manager at Clough Capital and Bear Stearns, emerged as the key founder, CEO, and chairman figure associated with Ondas, while associations with Israelis and the criminally charged Choshen Israel Group were seemingly whitewashed.
The company traded OTC initially and completed a Nasdaq uplisting/follow-on public offering in December 2020 (often referenced in connection with its public-market presence).
Since 2023, under Eric Brock’s leadership, Ondas has acquired or agreed to acquire controlling interests in multiple Israeli defense-technology and related companies. Beginning in 2025, the company accelerated this strategy by raising capital and completing acquisitions of Israeli firms at a nearly monthly pace. Most of the capital came from a single institutional investor, a detail that should draw questions from the U.S. Securities and Exchange Commission if it examines the matter. Media coverage from outlets such as Calcalist/CTech, Globes, and company Investment Relations pages consistently describe a multi-company Israeli defense-tech acquisition campaign beginning with Airobotics in 2023 and accelerating significantly in 2025–2026.
On January 2, 2026, Ondas Holdings Inc. relocated its corporate headquarters to West Palm Beach, Florida, which is just 4 miles from Trump’s Mar-a-lago, also known as Trump’s second White House. Florida is also home to CENTCOM which oversees U.S. military operations and partnerships in the Middle East, Central Asia, and parts of South Asia and SOCOM which is responsible for unifying and synchronizing the command of all U.S. special operations forces across different military branches. Alongside the move, the company also announced a corporate name change to Ondas Inc.

Congressional Bills: Deeper Defense, Technology, and Intelligence Integration
Per my previous reporting, a whole-of-Government entrenchment of Israeli influence is advancing through coordinated legislation and bilateral agreements that subordinates U.S. intelligence, defense, and foreign policy priorities to Tel Aviv’s agenda, at the expense of American sovereignty, interests and taxpayers.
H. Res. 1339 endorses Israel Prime Minister Netanyahu’s plan to shift the relationship from U.S. aid to “mutual” defense cooperation and joint investment, praising joint operations against Iran while pushing deeper entanglement. This is a non-binding resolution that greases the way for the other bills.
The U.S.-Israel FUTURES Act (H.R. 7540 / S. 3855) formalizes this initiative with $150 million authorized, creating frameworks for joint ventures, co-production, and rapid fielding of Israeli tech into the U.S. military.
Section 219 (previously 224) of the FY27 NDAA establishes a U.S.-Israel Defense Technology Cooperation Initiative (H.R.8800 / S.4784), tasking the Pentagon with synchronizing bilateral research, development, testing, and industrial integration across critical domains like AI, counter-drones, cyber, directed energy, and missile defense, explicitly prioritizing Israeli-origin technologies for integration into U.S. systems and programs of record.
The U.S.-Israel Defense Partnership Act (H.R. 1229 / S. 554) mandates a Defense Innovation Unit office in Israel, cooperative counter-unmanned systems programs, RDT&E on emerging technologies like AI and robotics, and efforts to fold Israel into the U.S. national technology and industrial base (NTIB) alongside allies like the UK and Australia.
S.4615 Section 622 of the Senate’s FY27 Intelligence Authorization “enhances U.S.-Israel intelligence sharing” by further embedding a foreign power into America’s most sensitive national security apparatus and makes it nearly impossible to disentangle U.S. intelligence from Israel.
Pax Silica, through its early and privileged U.S.-Israel Joint Statement, effectively locks Israel into America’s semiconductor, AI, cyber, and critical minerals ecosystems via a Joint Economic Development Group and positions Israel as a “secure Pax Silica node.”
